mONITORING AND EVALUATION CONSULTANT

Empowerment Through Integration (ETI) is a 501(c)3 certified non-profit that is changing the narrative surrounding disability both for blind and sighted youth. We create integrated, supportive spaces with life skills training, emotional support, and community service opportunities. Through these integrated spaces, they are able to break down internal and external barriers surrounding views on ability in order to create positive change in society. Our ultimate goal is to enable society to understand that inclusion of all is a value for all.

ETI is currently seeking a Monitoring and Evaluation (M&E) consultant with M&E experience in a disability and inclusion context/narrative to conduct all M&E efforts associated with the monitoring and evaluation of ETI’s programs and initiatives in Lebanon. The M&E consultant will need to be comfortable working as part of a team, working independently and virtually from multiple locations and formal and informal work spaces, attend meetings in multiple locations in Lebanon (including, but not limited to Great Beirut area, Tripoli, Bekka, if needed). M&E consultant will also need to be organized and comfortable with accurately completing multiple M&E tasks by establishing priorities while taking into consideration deadlines, available resources and reporting relationships to multiple stakeholders (including, but not limited to U.S.A. Program Director, Inclusion Specialist, and external partner organizations).

POSITION RESPONSIBILITIES

  • Develop indicators, metrics and a monitoring strategy for ETI’s needs assessment and Empowerment Programs (EPs) and design and strengthen all corresponding monitoring and evaluation procedures according to the context of inclusion and disabilities; 

  • Monitor all programs’ activities and progress towards achieving EPs’ objectives;

  • Collaborate with Inclusion Specialist for the development of impact indicators for EPs;

  • Provide feedback to the U.S.A. Program Director and Inclusion Specialist on M&E strategies and activities;

  • Conduct needs assessment in 15 local school in the Great Beirut area, as assigned by ETI U.S.A. Program Director;

  • Train ETI volunteers in North Lebanon and Beirut to conduct M&E data collection during ETI’s summer programs;

  • Analyze M&E data and communicate results, findings, insights and recommendations via written reports;

  • Report weekly, monthly, and annual progress on all M&E activities to the U.S.A. Program Director and Inclusion Specialist;

  • Suggest strategies to the U.S.A. Program Director and Inclusion Specialist for improving the efficiency and effectiveness of EPs;

  • Assist the U.S.A. Program Director and Inclusion Specialist in preparing inclusion manual;

  • Organize and conduct training on M&E for ETI staff and volunteers, if needed;

  • Plan, coordinate and organize time and workload while remaining aware of changing priorities and competing deadlines;

  • Revise and update ETI EP M&E manual;

  • Check ETI's personal email account daily and respond to emails in a timely manner

  • Report to U.S.A. Program Director weekly via 1h call meetings and composition of unit management written reports; 

  • Other tasks assigned by U.S.A. Program Director and Inclusion Specialist, as needed.

Type of position:             Part-time (20 hours/week)

Type of contract:            Service contract

Monthly Salary:              USD $1,250.00/month

Transportation:               To be arranged by M&E consultant

Duration:                         Between March and December 2019 (10 months)

Probation period:           3 months from start date

Start day:                        Immediate

 

REQUIRED SKILLS AND EXPERIENCE

Education: 
University Degree preferably in Business Administration, Economics, Data Management and International Development or related field.

Experience:

  • At least 2 years of experience in the design and implementation of M&E strategy and tools in projects or programs implemented by NGOs (national or international), institutions (private or public) and/or UN entities (e.g. UNICEF, UNRWA, UNHCR) in the field of disabilities and inclusion;

  • Excellent knowledge of monitoring and evaluation methodology and application of capacity assessment methodologies;

  • Experience in data management, international development, designing of tools and strategies for data collection, analysis and production of reports; 

  • Expertise in analyzing data using statistical software.

Language Requirements: 
Fluency in written and spoken Arabic and English (mandatory).
